Not every decision belongs in front of a three-person Board. When objective standards exist, decisions can be made faster, more consistently, and with less politics. Promenade's front-yard improvement program and committee structure demonstrate the principle: establish the rules, delegate authority, and let people execute.
A homeowner can pay for an approved plant wihout worrying if the board will object to the potential arrival of bees.
Committee Example:
Danna Hill Committee was granted $1,100 of delegated authority to analyze and select among options A–D.

Incidently, these choices are derived from prior plantings in the general area
The result is higher decision velocity, greater participation, and a more capable community.
